TOPIC: The purpose of this course is to provide participants with an understanding of the various aspects and issues relating to the storage and proper management of property and evidence. Effective management of property and management requires policies that outline evidence submission, proper storage facilities, and appropriate purging procedures. This class delivers useful information for evaluating current policies and procedures for the submission of evidence, packaging of evidence, and storage of evidence, security of facilities, and audits and inventories.
Concepts such as prioritizing high liability items, utilizing the space you have in the most efficient and organized way, the impact of hazards such as fentanyl and the managing of DNA and firearms in line with state statutes will all be discussed.
After taking this training, participants will be able to:
• Create an evidence submission manual for their agency
• Understand the differences and importance of audits and inventories
• Understand the importance of Chain of Custody and documentation of correspondence with public and Department members
• Understand the options for security of evidence facilities
• Understand how to prioritize purging efforts
TARGET AUDIENCE: All members of the criminal justice community. Training is especially valuable for personnel who are involved in the management of property and evidence and personnel in the law enforcement discipline who may be involved in the accreditation process that may include audits and inventories of the Property and Evidence Unit.
INSTRUCTOR: Sheila Lustigman has a Bachelor’s Degree in Criminology from Florida State University. She has been a civilian in law enforcement for 23 years as a Crime Scene Investigator and Evidence Specialist. She has been with the Coral Springs Police Department for 18 of those years. In 2004, she became the Supervisor of the Crime Scene Investigations Unit and the Evidence Unit and is a certified Evidence Specialist by the International Association for Property & Evidence and the Property & Evidence Association of Florida. Sheila has been an instructor with the Broward Institute for Public Safety since 2003 and is currently the President of the Property and Evidence Association of Florida. Sheila Lustigman has lectured for the Florida Police Accreditation Association on Property and Evidence Accreditation Success.
