Provides law enforcement professionals with a comprehensive understanding of the legal, ethical, and practical aspects of force application.

TOPIC: In the (4) hour webinar “Use of Force in 2025: Surviving the Streets and Beyond” officers will embark on a critical journey to master the fundamental principles and techniques of use of force. This foundational course is designed to provide law enforcement professionals with a comprehensive understanding of the legal, ethical, and practical aspects of force application. Through immersive lectures, practical application, and real-world scenarios, participants will explore the key concepts of proportionality, necessity, and de-escalation.

The Use of Force is a necessity at times when dealing with violent offenders who seriously assault police officers early 80,000 times a year; killing about 70 officers annually.

This course presents:

• Legalities and case laws of use of force

• Cultivating a winning mindset to effectively resolve events

• Tactics and Techniques

• The 5 “C’s” of police work

• Avoiding the “lawful, but awful” incidents of force

• Defining the difference between response versus react

• Understanding how “unintentional” use of forces occur

• Essentials of Duty to Intervene

• De-escalation techniques and standards

Research has shown that officers who have a solid knowledge base, are prepared for their duties, and are confident are more likely to make intelligent cognitive decisions under extreme stress.

The course emphasizes the importance of decision-making under pressure, adherence to policy and law, and the tactical skills required to manage confrontations effectively and safely. By the end of this course, officers will be equipped with the essential knowledge and techniques to apply force judiciously, ensuring their safety and the public’s trust.

The course offers an in-depth adaptation of the revolutionary ARMs Use of Force model created by Don Moore, as it has been proven to reduce the severity and incidents of the use of force. The ARMs model places the officer at the center of the continuum, offering assorted options to counter aggression. By focusing on providing officers with these strategic alternatives, the ARMs model empowers them to manage encounters more effectively and safely. This approach enhances officer safety and promotes accountability and public trust by ensuring force is applied judiciously and appropriately in all situations.

This course is Missouri POST Certified for (1) hours of interpersonal perspectives, (2) hours of technical studies, and (1) hours of legal studies.

INSTRUCTOR: Don Moore is a 37-year veteran police officer in the St Louis, Missouri area.

He has held assignments as a crisis intervention officer/trainer, special reaction team trainer, evidence technician unit coordinator, investigator, field training officer, department training coordinator, CALEA accreditation coordinator, and master level instructor. He has been a Missouri POST Certified Law Enforcement Trainer in over twenty disciplines since 2003.

Don is a subject matter expert in the psychology and physiology of police use of force. He is certified as de-escalation and implicit bias instructor by the Force Science Institute and L.E.A.D.S (Law Enforcement Active De-escalation Strategies) Program. He has extensive training in human terrain mapping which addresses human behavior factors. He specializes in people skills, technical skills, skill development training, management and leadership, and policy development.

Don holds a Master of Science in Criminal Justice (summa cum laude), a Graduate Certificate in the Administration of Criminal Justice from Webster University and a Graduate Certificate in Forensic Psychology from Washington University.
